What is the evidence that the Divine Will (Mashi'ah) in the stages of divine decree (Qadar) is not pre-existent and is not concomitant with writing, and that the order of Qadar is: Knowledge, then Will, then Writing, then Creation?

There are two types of will: ancient and new (or renewed). Allah Almighty has always been possessing will, and He wills whenever He wishes. When He decrees, knows, and records things, He wills their future occurrence, and then He wills them at the time of their actual creation, as in His saying: ﴿Indeed, His command, when He intends a thing, is only that He says to it, "Be," and it is.﴾

It is necessary that there be a will when a specific thing is brought into existence, because if it were to exist without a specific cause, that would be impossible. There is no harm in the renewal of will, creation, speech, and other of His attributes, for He speaks one speech after another, creates one creation after another, and wills one will after another. He wills a thing at the time of its decreeing and at the time of its actual creation.
