Is it permissible for a husband and wife, who are students sent abroad to a foreign country and are receiving a scholarship from the state, to move to another Muslim country to freely practice the rituals of Islam and avoid toxic ideologies, while continuing to receive the scholarship without returning to their home country?

It appears that the state does not disburse this stipend to the scholarship student except for a specific purpose of the scholarship, such as studying or training. This must be adhered to, and it is not permissible to take the stipend unless its condition is met. If the condition for the stipend can be met in another country, then there is no harm in taking it and going there; otherwise, no, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
