If a Muslim feels secure concerning his life, religion, property, and honor, and is able to establish the rituals of his religion in a non-Muslim country, then emigration is not obligatory for him. However, it is recommended for him to emigrate to Muslim lands, in order to increase their numbers and cooperate with them in establishing the religion and manifesting its rituals. Therefore, it is advised to return to one's original country and live there if possible without hardship, for Muslim lands are in a better state.
