Is blood money obligatory for the driver who caused the death of a woman in a traffic accident due to negligence and not possessing a driver's license, and was sentenced to imprisonment and a fine?

If a driver is suddenly overcome by unconsciousness and daze while driving and does not perceive it before the accident occurs, then there is nothing upon him. However, if he perceives it and does not stop driving, then he is accountable for what happened, and the blood money (Diyya) and expiation (fasting for two consecutive months) are incumbent upon him. The blood money is incumbent upon him and his 'Aqilah (male relatives on the father's side), unless the woman's family waives it, in which case only the expiation remains.
