Does the repentance of one who has unlawfully consumed people's wealth get accepted, and does Allah accept repentance and supplication before the full repayment of those funds?

Allah accepts the repentance of those who repent, but the rights of people must either be fulfilled or forgiven, based on the saying of the Prophet, peace be upon him: "The hand is responsible for what it takes until it returns it." If one is unable to fulfill them and the rightful owners do not forgive him, then he must resolve to fulfill them whenever he is able, and the rightful owners should grant him a delay. His repentance is accepted, but it does not nullify the rights of people. His supplication is accepted, so he should supplicate frequently for the alleviation of his worries and the repayment of his debt.
