Can the water cooler placed in the home be considered an ongoing charity (Sadaqah Jariyah) for a deceased mother, from which relatives and visitors benefit, even if they are not poor, given that the charity is from private funds? And does the ruling on charity (Sadaqah) differ from that on obligatory alms (Zakat) regarding giving to non-poor relatives, such as sending them food with the intention of charity for the deceased?

Providing water is one of the best forms of charity. Sa'd ibn 'Ubadah (may Allah be pleased with him) asked the Prophet (peace and blessings be upon him): "Which charity is best?" He replied: "Water." Therefore, if your intention is to provide ongoing charity on behalf of your mother by placing a water cooler, you must supply the device with water for the act of providing water to be fulfilled for her. Otherwise, you will receive the reward for assisting in a righteous deed. If your husband intends the reward for your mother, then it will be for her. It is not a condition to place the device in a mosque or to restrict it to the poor; rather, it is better to place it where the need is greatest. Voluntary charity is permissible for the rich, but it is preferable to give it to needy relatives.
