Is it permissible to give away usurious interest from money deposited in a bank as charity to relatives, such as one's mother and maternal uncle, or must it be given only to the poor who are not relatives?

It is forbidden for a Muslim to deposit their money in interest-based banks under any account, and they must repent from doing so. They are permitted to dispose of the interest by spending it on charitable causes and on the poor, including relatives and others, but not on those they are obligated to support.
