Is it permissible to give zakat to a paternal cousin who caused a car accident resulting in repair costs of 17,0 riyals, knowing that his father receives a monthly salary of 2,500 riyals?

If a person does not possess sufficient funds to repay the amount incurred due to an accident, he is considered an indebted person (ghārim) and it is permissible to give him zakat, even if his father is wealthy.
