The Gist of the Fatwa: The one most proficient in reciting the Quran (aqra’ al-qawm) is given precedence to lead the prayer. If they are equal in recitation, then the one most knowledgeable of the Sunnah is preferred. If they are equal in that, then the one earliest in accepting Islam (aqdamuhum Islāman) is preferred. There is no difference between one born to Muslim parents and one born to non-Muslim parents; the criterion is the age of their Islam.
