Is the publishing of a religious or regular post that includes a picture of a woman's face, hand, or fingers, or the publishing of a religious audio clip of a woman, considered forbidden and a form of ongoing sin?

It is not permissible to publish images that contain what is forbidden to look at, such as images of a woman's awrah (intimate parts), including her face and hands. However, it is permissible to publish what is not forbidden. As for audio clips of a woman, a woman's voice is not awrah in itself, and it is permissible to listen to it unless it involves a soft or alluring tone (khudu' bil-qawl) or leads to fitnah (temptation).
