If a husband says to his wife, "You have with me the sum of 163,000 Riyals," after he has been taking her salary for four years, is this considered a debt upon him, both in his life and after his death, and does she have the right to claim it as a debt in the event of his death?

As long as the husband took from his wife's salary without her consent, and she remained silent about questioning him for fear of problems, and he admitted to taking it, then this is a debt upon him unless she absolves him of it. This debt should be documented in writing or with witnesses to safeguard rights. And a wife's financial assistance to her husband is among the noble acts of morality and the perfection of living together amicably, especially if he is poor, for Allah Almighty says: "And that you give charity is better for you, if you only knew."
