What is the legal ruling on disbursing a travel allowance for three days on paper in exchange for one actual day of travel to cover the real costs, knowing that the governmental allowance covers only one-third of the actual costs?

The offer presented by the official is impermissible, as it constitutes fraud and unlawful consumption of wealth. Allah has forbidden this, saying: {And do not consume your properties among yourselves through falsehood}. Among falsehood are lying and forgery. Your acceptance of travel for these additional tasks is considered a form of hiring (ijarah), and its basis is mutual consent regarding the work and the wage. So, you either accept the offered wage or refuse it. As for deception and fraud, they are not permissible.
