How is Zakat on gold calculated: is it a quarter of one-tenth of the value of the gold including workmanship, or only at the price of the gold's fineness?

If zakatable gold reaches the nisab and a year passes over it, then what is obligatory therein is one-quarter of one-tenth (2.5%). The consideration is the value of the manufactured gold, not merely the value of the gold by its karat.
