Is it permissible to open an account for Zakat funds in an Islamic bank for a Quran memorization school that is intended to be built? Is it permissible to start collecting Zakat for it now? What is the ruling on collected Zakat funds if they are not used for a full year due to the delay in opening the school? Is Zakat obligatory on them?

It is not permissible to spend zakat on building Islamic schools or Quran memorization centers, or the like, because the categories of zakat expenditures are specified in Surah At-Tawbah/60. However, it is permissible to spend zakat on poor students or employees therein. Building these schools is a charitable act, and its funding should come from the donations of benevolent people. They are considered as endowments (waqf), and thus zakat is not obligatory on them.
