Is it permissible for an association that does not oversee the collection of Zakat to take from those paying Zakat to cover the salaries of Quran teachers and equip its premises from Zakat funds?

We stated in Fatwa no. 31081 that if there is an urgent need to teach the Qur’an and its sciences, and there is no sufficient money for that except from zakat, then it is permissible to spend zakat on it, in consideration of those who permitted it; otherwise, it is not. This applies to the supervisor of zakat collection and others.
