Is it permissible to deduct a percentage for those working for an association currently under establishment from zakat funds to pay for the rent of its premises, employees' salaries, transportation expenses, and other administrative costs?

It is not permissible for you to take anything from funds in your capacity as workers collecting it, unless you are appointed by the ruler (Wali al-Amr) and assigned the task of collecting Zakat.
