What you do in istinja' (cleaning oneself after urinating or defecating) is sufficient if the impurity of urine is removed and no trace of it remains, as the focus is on purifying the spot from impurity. Some scholars, such as the Hanafis and Malikis, consider istinja' to be valid by achieving cleanliness, even with fewer than three wipes. It is preferable to use water after performing istinja' with tissues.
