Is it permissible to break one's fast for someone whose workplace is 83 km away from their residence, and the journey takes 45 minutes round trip, and they work five days a week? And is expiation (kaffarah) permissible for the days one breaks the fast, or is making them up (qadaa') obligatory?

It is not permissible to avail oneself of the concessions of travel if one's work is within the same city. However, if the work is in another city and the distance is considered a travel distance, calculated from beyond the city's urban area, then it is permissible to avail oneself of the concessions during the journey. Upon arrival, if the stay does not exceed twenty prescribed prayers, it is permissible to avail oneself of the concessions, and one must make up the missed prayers (qada'), not offer expiation (kaffara). But if the stay is twenty-one prayers or more, the ruling of travel ceases. The Shafi'is hold that it is permissible to avail oneself of the concessions as long as one does not intend to stay for four full days, in addition to the days of arrival and departure.
