Is a woman's fast valid if her menstruation stops a moment before Fajr?

If the menstrual bleeding stops a little before dawn, the woman must fast that day, and her fast is valid if she makes the intention before dawn; because the intention must cover the entire day, as the Prophet, peace and blessings be upon him, said: "Whoever does not make the intention to fast before the rising of dawn, there is no fast for him."
