Is it permissible to bury the deceased with a palm branch?

The preponderant opinion is that placing green branches on a grave was specific to the Prophet (peace be upon him). As for placing palm fronds and the like inside the grave with the deceased, there is no original narration that the Prophet (peace be upon him) did this, so the correct approach is to avoid it.
