Is the head covering an obligation or a virtue, and if it is an obligation, is it an obligation upon women who arouse beauty, or upon all Muslim women?

The khimar (head covering) is obligatory for adult Muslim women, and the command for it is general for all women. This is indicated by the words of Allah Almighty: (O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful). The women of the Muhajirun and Ansar complied with this command and covered their faces, and they did not understand that the command was specific to beautiful women. The sayings of scholars confirm that the ruling is general for all women to cover the face.
