Is Zakat obligatory on contracting funds that have not yet been paid, when there is procrastination, denial, or disappearance of the the debtor?

Debts owed by those who procrastinate or deny them are not subject to zakat now. Rather, zakat is due on them for one year only when they are collected. However, some scholars hold the view that zakat is obligatory on them for all past years.
