Is it permissible to receive the provisions allocated by the state and distribute them freely to poor families?

It is impermissible to waive state-subsidized rationed goods. It is also impermissible for one who has obtained them to sell, gift, or donate them for purposes other than that for which they were designated. This is in compliance with the command of the ruler and to safeguard the objectives of the state. If anything remains of these goods after rationing, there is no harm in disposing of them through charity or similar means.
