If the land was bought with the intention of selling it when its price increases, then zakat is due on it every year for the past years, by estimating its value and giving out one-quarter of one-tenth for each year. If the land was bought with the aim of building on it and benefiting from its income, and then selling it, then no zakat is due on it until after its sale, and its price is subject to zakat after the completion of a full year (hawl).
