Is it permissible for a Muslim woman to befriend non-Muslim women, and is the husband entitled to be angry about that?

There is nothing to prevent a Muslim woman from having a relationship with non-Muslim women, especially from the People of the Book. The reasons for which visiting is recommended increase to include: a non-Muslim mother, a non-Muslim neighbor, visiting a sick non-Muslim, and visiting a non-Muslim woman with the aim of reconciling people. The visit must be in accordance with Sharia guidelines, including: the husband's permission, the visit being free of prohibitions such as the presence of foreign men or music and backbiting, and the visit not being to a non-Muslim woman who is hostile to Muslims or who participates in the occupation of their lands. As for friendship, a Muslim woman should not take a friend for herself unless she is upon the belief in monotheism and Islamic morals, due to the influence of friendship on religion and behavior.
