Is it permissible for a woman to have a forelock?

There is no evidence prohibiting a woman from letting her hair fall over her forehead, provided that it does not involve imitation of disbelieving women and that it is done in the presence of her mahrams. The hadith narrated in the two Sahihs from Mu'awiyah does not refer to letting hair fall over the forehead; rather, it means joining a woman's hair with something else, which is what the majority of scholars have concluded: prohibiting the joining of hair with anything else, whether it is hair or not.
