Is one who does not pray qiyam al-layl a hypocrite?

"Qiyam al-Layl (night prayer) is among the virtuous Sunnahs (Prophetic traditions), and numerous texts have successively affirmed its merit and that it was the practice of the righteous. It is not necessarily the case that one who abandons Qiyam al-Layl is a hypocrite; rather, he may be lazy or negligent. Hypocrisy is either major, where its perpetrator outwardly displays Islam while inwardly concealing disbelief, or minor, which is practical hypocrisy, and the one who engages in this type is among the disobedient Muslims."
