Can the mosque's Imam be the legal guardian (wali) for the marriage of a girl whose family refuses to marry her to a righteous man due to their religious commitment and her desire to complete her studies at a mixed-gender university, especially since her father refuses due to her young age and her not having completed her university studies?

If a woman wishes to marry a man who is her equal (kufu'), her guardian (wali) does not have the right to prevent her. If he does, he is considered an 'adil (one who prevents marriage). She has the right to take her case to the Sharia judge, so he may marry her off or order her guardian to do so. If the father prevents her marriage to a righteous, committed man, the Sharia judge is the one who marries her off, or the Islamic centers in the absence of a Sharia judiciary. It must be noted that residing in non-Muslim countries entails numerous risks to one's religion and morals.
