Who is al-Muhallab, from whom Ibn Hajar narrated that it is permissible for a king to rule over people without being a caliph?

Al-Muhallab ibn Ahmad ibn Abi Sufra is one of the commentators on Al-Bukhari, and Imam Ibn Hajar frequently quoted from him in "Fath al-Bari." He is not Al-Muhallab, the famous commander during the Umayyad state. As for the statement attributed to him, "Rulers are from Quraysh," it was not mentioned in the chapter "Rulers are from Quraysh" in the Book of Rulings (Kitab al-Ahkam). Rather, what is transmitted from him is that Iyad narrated from him, "The matter is the matter of Quraysh," and said: "This is a textual corruption." Al-Dhahabi mentioned in "Siyar A'lam al-Nubala'" the biography of Al-Muhallab ibn Ahmad ibn Abi Sufra, describing him as one of the eloquent imams known for their intelligence. He passed away in the year 435 AH.
