Is it permissible for a man to wear shoes that cover the top of the foot during circumambulation (Tawaf) while in the state of Ihram, or is it permissible to wear all types of shoes?

The majority consider wearing it prohibited, while the Hanafis, Ibn Taymiyyah, and others consider it permissible, deeming it to be of the same type as sandals. However, it is better for the muhrim not to do so unless there is a need.
