What is the ruling on striking one who curses Allah Almighty and His Messenger, and how should this group be dealt with?

Whoever curses Allah or His religion, while being conscious of what he says, is an apostate, a disbeliever expelled from the fold of Islam. His case must be brought before the Muslim ruler to execute the rulings pertaining to an apostate against him. The questioner must advise this young man and explain the gravity of his act. He may shun him if it helps deter him, or maintain communication if his guidance is hoped for, as the ruling on shunning revolves around the Islamic interest. One must denounce, with wisdom and calmness, anyone who publicly curses Allah and His religion. If bringing his case to court is beneficial, then that becomes obligatory.
