Is it permissible to practice the profession of pharmacy and trade in medicines for someone who has not obtained a pharmacy degree or an official license to practice the profession?

The answer comprises two points:

1. A Muslim's adherence to the observed conditions that preserve people's interests and lives is among the foremost conditions to uphold, based on the hadith: "Muslims are bound by their conditions." 2. Breaching these conditions leads to harming and deceiving people. Whoever buys medicine believes that the seller is a pharmacist, and the presence of an unqualified person constitutes fraud and deceit. Therefore, it is impermissible for an unqualified person to practice the profession of pharmacy without authorization from the competent authorities, for fear of harm. If a person is qualified but has not obtained a certificate, their work is impermissible due to violating the conditions that must be observed, for they are not the authority that determines their eligibility.
