What is the ruling on the saying: "From where shall luck come to us when the Provider is in the heavens and the envious are on earth?" which is widespread among youth when they despair?

The statement in question is not a sound one, for it contains despair of Allah's mercy and a belief in the ability of humans to prevent His sustenance from descending from the heavens. Allah Almighty says: "Whatever mercy Allah grants to people, none can withhold it; and whatever He withholds, none can release it after Him. And He is the All-Mighty, the All-Wise."
