What is the ruling on not using a loudspeaker for the congregational prayers said aloud, which results in the imam not being heard?

The Imam should raise his voice during recitation, takbir, and tasmi’ so that those following him can hear him, emulating the Prophet, peace and blessings be upon him, who would extend his voice and prolong the letters for contemplation and remembrance. Umm Salamah described his recitation as explaining letter by letter. This indicates that he raised his voice with the Quran during congregational prayers so that the worshippers could listen and follow him. He may use an internal loudspeaker when necessary, while avoiding an external one so as not to disturb other mosques.
