Why was the word "من" (man/who) used instead of "ما" (ma/what) in the Holy Qur'anic verse "All who are on it will perish"?

The expression in the noble verse is correct, eloquent, and well-known in the Arabic language. It falls under the category of giving precedence to the rational over the irrational due to its honor. It has counterparts in the Book of Allah the Almighty, such as in Surat Yunus: "Unquestionably, to Allah belongs whoever is in the heavens and whoever is in the earth."
