What is the Islamic legal ruling concerning the blood money (diyya) for those who died in the gas station explosion?

That which cannot be avoided entails no liability. Liability arises from direct action or from causing harm through transgression. Accordingly, if the explosion occurred without causation or due to an act customarily done without negligence, then it is an act of God for which there is no liability or blood money.
