Swearing by the verses of Allah, if it is intended to mean swearing by the Qur'an, is permissible according to the majority of scholars, because it is the speech of Allah and one of His attributes. The Hanafis previously held the view that it was not permissible, but their verified scholars now consider it permissible due to common practice. However, if what is meant by it is swearing by Allah's cosmic verses (His creations), then it is forbidden and constitutes Shirk (polytheism), because it is swearing by other than Allah. This is the correct view, and it is held by the majority of Imams.
