What is the interpretation of the feeling a young man experiences when he intends to do or say something, then is surprised by a Quranic verse that he feels is directed at him or is a message from God to him?

What you imagine may be mere illusion, and there may be no connection between what you intend to do and the verse you encounter. Allah, in His mercy, may prepare some means to prevent you from doing something forbidden. If what you intended was an act of obedience to Allah, then proceed. If it was forbidden, then hasten to repent. If it was permissible, then there is no harm in doing it, especially if you see benefit in it.
