What is the ruling on delaying the Fajr prayer until sunrise in cold weather?

Cold weather is not an excuse to delay prayer beyond its prescribed time; rather, it must be performed on time. If a person is in a state of major ritual impurity (junub) and is unable to perform ghusl (ritual bath) due to the unavailability of hot water or fear of harm from cold water, then they should perform tayammum (dry ablution) instead of wudu (minor ablution). Tayammum is sufficient to remove both major and minor ritual impurities. This is supported by the hadith of Amr ibn al-Aas when he performed tayammum and led his companions in prayer on a severely cold night, fearing perishing if he were to perform ghusl. The Prophet, peace and blessings be upon him, approved of his action.
