The Shari'ah has commanded enjoining what is right and forbidding what is wrong. Silence regarding a woman's theft is forbidden, as it constitutes cooperation in sin. If a person is capable of denouncing it and fails to do so, he is a partner in the sin. Scholars have stipulated the obligation to prevent an animal from damaging another's property if no harm is feared. Therefore, one must gently denounce the thief and urge them to return what was stolen. If they do not comply, then the person from whom the item was stolen must be informed. If the one denouncing fears for their own safety, then they should denounce it in their heart.
