Does the delayed revelation of the verses of the Hijab indicate the marginality of its command?

The Quran was revealed in stages, not all at once, to accommodate the circumstances of the people, to ease their burdens, and to remove hardship. Therefore, the order in which legal rulings were revealed does not indicate their order of importance, as what paves the way for more important matters might be revealed first. The abrogation of some Islamic rulings is attributed to the policy of the Ummah and its commitment to what elevates it, as the Ummah in its early stages was undergoing a difficult transitional period. Thus, the Shari'ah came gradually and gently until it achieved perfection. Most abrogation occurred in Medina, due to the divine wisdom in preparing the rulings and accustoming and winning over those new to Islam, such as the delayed prohibition of alcohol and usury.
