It is not permissible to give cigarettes to a smoker, because this constitutes assisting in their consumption, and assisting in disobedience to Allah is forbidden, as Allah Almighty says: "And do not cooperate in sin and aggression." And because Ibn Taymiyyah said: "If a man assists in disobedience to Allah, he is sinful." The Prophet, peace and blessings be upon him, cursed wine and whoever assists in its consumption. It is also forbidden to sell weapons to someone who will use them in unlawful fighting. Sitting with a smoker while he is smoking is also not permissible.
