Is one who was unable to perform the government-organized Hajj and did not apply for the exorbitantly priced tourist Hajj considered sinful?

Hajj is immediately obligatory upon the one who is able. It is only obligatory for those who possess provisions and a ride at a reasonable price. If the cost exceeds that, then Hajj is not obligatory according to the majority of scholars. Whoever performs Hajj despite paying the extra cost has fulfilled their obligation and exited the disagreement.
