If obligating oneself to charity and reciting the Quran is in the form of a vow (), then making such a vow is disliked (makrooh), but it is obligatory to fulfill it, due to the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." However, if the obligation is without a vow, then it is not binding to fulfill it, and it is not considered an innovation (bid'ah); rather, it is a good deed, as long as one does not believe in a specific particularity for a certain amount.
