Is blood money obligatory upon the owner of a car parked off the public road, if another driver collides with it and dies?

The owner of the car is not liable if he parked his car in a permissible spot and another car collided with it, because he did not transgress. However, if he parked it in a prohibited place, then he is liable. In the case mentioned, the owner of the parked car is not liable because he parked it off the public road, but such matters are resolved by the ruling of Sharia courts, not by fatwa.
