Is it permissible to change the destination of a monthly sum that was vowed to a specific poor woman, after her condition improved, so that it is given to other poor people?

Whoever makes a vow of obedience to Allah, it is obligatory upon them to fulfill it in the manner in which they vowed it, because the Prophet, peace and blessings be upon him, said: "Whoever vows to obey Allah, let him obey Him." If this woman was specified in the vow, then it must be given to her, and her improved condition after the vow is of no consequence, because the motivating reason does not affect the vow, just as is the case with an oath.
