Masturbation is the conscious inducement of semen discharge by any means. It is forbidden and has harmful effects. Furthermore, fondling the penis with the intention of arousal, without ejaculation, is also impermissible. As for the ruling on being ignorant of its prohibition, a distinction is made between the ignorant person and the knowledgeable person; ignorance is excused in matters of subsidiary rulings (furū') but not in foundational ones (usūl).
