What is the ruling on someone who enters the mosque after dawn, should he pray the Sunnah of greeting the mosque, or is the Sunnah of Fajr sufficient for him?

It is better for a Muslim to suffice with the Sunnah of Fajr, and it is sufficient for him to cover the greeting of the mosque (tahiyat al-masjid), because the Prophet, peace and blessings be upon him, did not pray more than two rak'ahs after the dawn broke. However, if he prays the greeting of the mosque and then the Sunnah of Fajr, there is no harm in that. But if he prays the Sunnah of Fajr in his home, then comes to the mosque before the Iqamah for prayer, he should then pray the greeting of the mosque.
