Is the suspicion in a person's heart considered an injustice to others if he does not speak of it?

Ill-thinking of a Muslim is an forbidden injustice and aggression, as Allah Almighty says: "O you who have believed, avoid much [negative] assumption. Indeed, some assumption is sin." (Quran 49:12), and as the Prophet, peace and blessings be upon him, said: "Beware of suspicion, for suspicion is the falsest of speech." Ill-suspicion is forbidden just as ill-speech is forbidden. However, mere fleeting thoughts or doubts, without the inclination of the heart and judgment, are excused.
