The person with the most right to marry off a woman is her father. His right of guardianship is not forfeited by his failure to provide for her expenses or by living far away. However, if the father refuses to marry his daughter to a suitable suitor without a valid reason, then he is obstructing her marriage. In such a case, her grandfather is permitted to marry her off.
